OWENSBORO, Ky. — The City of Owensboro and Daviess County Fiscal court are looking into changing their current White Flag policy.

Right now, when the National Weather Service forecasts temperature or wind chill at or below 15⁰ degrees from 4:00 p.m. to 6:00 a.m., White Flag Shelters are activated.

Under the amended agreement, White Flag Shelters would activate when the temperatures or wind chills react 32⁰ degrees. The proposal is subject to formal approval from both organizations.

Both have agreed to address the measure at their next formal meetings. The Owensboro Board of Commissioners meets Tuesday, Nov. 21 and Daviess County Fiscal Court meets Thursday, Dec. 7. The change would take effect immediately and will allow officials to collect and evaluate data.

The Daniel Pitino Shelter is the designated White Flag shelter between Nov. 1, 2023 and March 31, 2024. It will offer meals to those who stay. Owensboro Transit System provides free transportation to the Pitino Shelter Monday through Friday. Anyone needing transportation on weekends or after the last runs can call the shelter at 270-688-9000.
