LOUISVILLE, Ky. — A bill that would remove a state mandate to include fluoride in drinking water and leave the decision up to each city continues to advance in Frankfort. House Bill 141 has had a second reading and is now with the Rules Committee. Those in support of the bill say it’s not about the fluoride but about giving local control to the water districts.

But those against say they believe fluoride in drinking water should stay state mandated, arguing that removing fluoride from the water supply will lead to increased tooth decay rates.

Dentists stress that fluoride reduces the risk of cavities and prevents tooth decay. And according to a recent study, Kentucky ranked 43rd in the country for dental health. 

Kentucky had particularly concerning figures including low rates of dental visits for both adolescents and adults. 

Dental health professionals say that some patients experience anxiety at the dentist and this it could be a factor for why Kentucky is struggling with oral health. 

“We need change the culture. In the past, we believe that kids needed to come to the dentist only when they have pain, but now we have more literature that proves that now we are in the era of prevention,” said Dr. Hector Martinez, with the division of pediatric dentistry at the University of Louisville. “So we need to invite the parents and explain to them that first of all, the materials have changed, the way we treat has changed a lot.”

Kentucky’s neighboring state — Illinois — was highlighted on the study as the top state for dental health, citing factors like comprehensive Medicaid dental benefits for non-elderly adults.
