WISCONSIN — A former Waupun Correctional Institution (WCI) employee pleaded guilty in federal court for smuggling contraband in exchange for bribes, the U.S. Department of Justice (DOJ) announced Thursday. WCI is a state maximum-security prison.

William Lee Homan, 47, of Fox Lake, pleaded guilty to conspiracy to commit federal program bribery Thursday, Sept. 12. Homan was a former facilities repair worker at WCI.

Per court documents, Homan received a total of $53,579 in bribe payments from July 17, 2022 to Sept. 30, 2023, from inmates, former inmates and people associated with them, for smuggling contraband into the prison.

Court documents said Homan received about 125 bribe payments.

Homan faces a maximum penalty of five years in prison. He will be sentenced Dec. 12.

“A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors,” the DOJ said in a press release.

The FBI Milwaukee Field Office investigated the case.
