"Hey sir! Have a wonderful day," Garcia yelled to one man driving by Wednesday morning.
Garcia moved to the city from Ecuador 25 years ago. Now, she's walking out to the rotary multiple times a week with signs, flags and a good attitude.
She said the origin of what she does is simple. One day earlier this year, she just felt like spreading some cheer, and she has been out there ever since.
"It's part of my life, making people happy," said Garcia. "It makes me happy when I see people smiling, seeing what I do."
Her message to drivers and pedestrians Wednesday: don't text and drive, and be part of change.
"I feel good when people say hi to me, when they say to me they love me, when they smile to me, and make 'beep-boop' in the car," Garcia joked.
Mother Nature has cooperated with Garcia in recent weeks, but rain or shine, she's heading out to the median.
"My happy time in the day is when I come here," she said.
