KENTUCKY — Heading into 2024, Kentuckians can expect to see new and amended laws starting Jan. 1 relating to business and public safety.

These were voted on during the 2023 Legislative Session, which ended in March. 


What You Need To Know

  • Sex offender registrants must report to their local probation and parole office at least 30 days after being added to registry 

  • New phrases will be able to be added to license plates 

  • Some health care plans must comply with biomarker testing requirements

PUBLIC SAFETY 

Sex offender registrants who don’t have an established residence must report to the local probation and parole office where they live at least 30 days after, according to Section 2 of Senate Bill 80.

Those on the sex offender registry who move to another county must notify that county’s local probation and parole officer by the date of the location change.

The person must report to the new county’s local probation and parole office within five days of relocating. 

TRANSPORTATION

Members of the Armed Forces stationed in the state will not need a Kentucky operator’s license to register a motor vehicle in the Commonwealth, according to Section 5 of Senate Bill 163. 

Drivers may start seeing various phrases on the road. 

Section 3 of Senate Bill 163 allows registrants to choose “Bluegrass State,” and/or "United We Stand, Divided We Fall" on standard Kentucky license plates. The registrant can also choose to add “In God We Trust”.

Eligible individuals who own or lease a motorcycle will have access to special military license plates, from Section 5 of House Bill 21. 

HEALTH CARE 

House Bill 180 requires Medicaid plans to align with the individual’s biomarker testing coverage requirements for plans issued or renewed on or after the first of the year. These analyses evaluate the patient’s tissue, blood or other biospecimen for things such as gene mutation and protein expression.

RETIREMENT

House Bill 506 allows members of Kentucky Employees Retirement System, County Employees Retirement System or State Police Retirement System -- with and without survivor rights -- to receive a one-time lump sum and monthly retirement allowances.

BUSINESS 

Senate Bill 30 requires businesses to communicate automatic renewal service offer terms with customers before purchase. 

The bill also defines terms including “automatic renewal,” "automatic renewal offer terms," "clear and conspicuous," "consumer" and "continuous service."

State representatives will meet in Frankfort this Tuesday, Jan. 2 for the 2024 Legislative Session.
