FRANKFORT, Ky. — Owsley County Clerk Shanna Oliver, 41, has been indicted on charges of tampering with public records — a felony — and official misconduct.

According to the indictment, Oliver refused to deliver public records to the Kentucky Department of Vehicle Regulation. The indictment said she also failed to send paperwork regarding the purchase of a trailer to the Kentucky Department of Vehicle Regulation.

She was indicted by a Franklin County Grand Jury on Jan. 3, 2024. Attorney General Russell Coleman, R-Ky., said the indictment was the result of the Special Prosecutions Division. According to a news release, Detectives Dakota Stamper and Matt Easter from the Department of Criminal Investigations conducted the investigation on behalf of the Attorney General's office. The case was presented by Assistant Attorney General Barbara Whaley to the Franklin Court Grand Jury.
