STATEN ISLAND - The City Council on Wednesday approved a controversial plan to rezone 14 blocks on Staten Island's north shore.

It's expected to bring new apartments, stores and office space including 1,300 affordable homes.

City Councilwoman Debi Rose, who represents the area and backed the plan, says City Hall has also promised to build three new schools, add park space and improve the sewer system. 

There are also plans to rebuild the Cromwell Recreation Center. 

"I've been around long enough to tell you, this will benefit all residents of the borough."

Critics of the re-zoning argue it will cause rents to rise and force longtime residents to leave the area.

Staten Island Borough President James Oddo also opposed the re-zoning, saying the area won't be able to meet the demands of new residents.
