Friday starting out with marine layer clouds and patchy mist on the west side of the mountains. Marine layer clouds will lift, clear and give way to mid- and high-level clouds passing overhead in the afternoon.

Inland valley temperatures will go from 40s to low 70s, so dress in layers if you will be outside for a prolonged period.

1. California will remake San Quentin prison, emphasizing rehab

The infamous state prison on San Francisco Bay that has been home to the largest death row population in the United States will be transformed into a lockup where less-dangerous prisoners will receive education, training and rehabilitation under a new plan from California Gov. Gavin Newsom.

The Democratic governor will discuss his proposed transformation of San Quentin State Prison during a visit on Friday.

The facility will be renamed the San Quentin Rehabilitation Center and the inmates serving prison sentences there will be moved elsewhere in the California penitentiary system. The state has 668 prisoners facing death sentences, almost all of them male, and about 100 have already been moved, state prison officials said.

“Today, we take the next step in our pursuit of true rehabilitation, justice, and safer communities through this evidenced-backed investment, creating a new model for safety and justice — the California Model — that will lead the nation,” Newsom said in a statement Thursday about the coming changes.

2. Authorities warn motorists of increased enforcement for St. Patrick's Day

Authorities warned Southlanders celebrating St. Patrick's Day that law enforcement officers will be out in force looking for people driving under the influence of alcohol or drugs.

"This St. Patrick's Day, don't push your luck," Los Angeles Police Department Cmdr. Craig Valenzuela said.

According to the National Highway Traffic Safety Administration, St. Patrick's Day is one of the deadliest times on our nation's roadways.

The California Department of Alcoholic Beverage Control urged business licensees to do their part in the safety effort.

Statistics from the National Highway Traffic Safety Administration show that between 2016 and 2020, drunk driving crashes caused 287 deaths during the St. Patrick's Day period, Hirata said. In 2020, 36% of fatal crashes involved a drunk driver during the same period.

3. San Clemente buildings still in peril from tumbling cliff

Three clifftop apartment buildings and one nearby building in coastal Orange County's San Clemente were red-tagged and evacuated Wednesday when the land began to shift and slide away from their backyards down a hillside following torrential rains.

Authorities said there was no timetable for declaring the slope stable enough for residents to return.

Twenty to 30 residents were evacuated. Some were briefly allowed back home on Thursday to move out their belongings.

Orange County was added to a presidential emergency declaration for areas hard-hit by natural disasters.

4. Port of LA enters agreements to advance climate action

The Port of Los Angeles entered into a separate agreements Thursday with the Port of Tokyo and the Port of Yokohama to more formally collaborate on sustainability and environmental issues.

The agreements were signed by Port of Los Angeles officials during the 2023 California Japan Clean Energy Trade Mission, led by California Lt. Gov. Eleni Kounalakis and Dee Dee Myers, director of the governor’s Office of Business and Economic Development. The memorandum of understandings with the two ports calls for cooperation and sharing of best practices on environmental and sustainability initiatives, including the digitization of the supply chain to optimize efficiency and reduce port operational impacts.

The ports of Tokyo and Yokohama also agreed to establish a Green Shipping Corridor partnership with the Port of Los Angeles in the coming year, an initiative aimed at reducing emissions along their respective trade routes and promote low- and zero-carbon ships and fuels.
