1. Governor Picks Dodger Stadium for State of State Address

California Gov. Gavin Newsom will deliver his third State of the State address from Dodger Stadium in Los Angeles, the home field of the World Series champions that has been transformed into one of the nation's largest COVID-19 vaccination sites.

Newsom's address Tuesday comes at a crucial time for the Democratic governor, who faces a likely recall election later this year fueled by anger over his handling of the pandemic.

Newsom has been crisscrossing the state in recent weeks, highlighting his administration's efforts to administer vaccinations while trumpeting the declining numbers of new coronavirus cases in the nation's most populous state.

2. Orange County Continues March Toward Reopening More Businesses

Orange County's COVID-19 reported case rates, hospitalizations, and deaths continued to trend downward Monday as the county moves closer to being able to relax restrictions under the state's tiered system for reopening.

Orange County officials expect to be notified Monday evening if they will be able to graduate from the most restrictive purple tier to the red tier next week.

"We hope that is not going to be changed by one of these variants in the virus coming along," said Orange County Supervisor Doug Chaffee. "There could be a surge. It's not time to let your guard down, but at the same time you can feel good about the new numbers."

3. LA County Preparing to Advance in State's COVID Reopening Blueprint

Thanks to decreased case numbers and changes implemented by the state in response to vaccination efforts, Los Angeles County officials said Monday they are preparing to advance to a less restrictive tier of the state's COVID-19 economic reopening blueprint as early as next week.

But whether the county will approve all the reopenings permitted in the "red" tier of that blueprint — such as indoor dining — remained unclear.

Moving from the restrictive "purple" tier into the "red" tier will authorize the county to increase capacity limits at retail establishments and reopen indoor dining, fitness centers, and movie theaters. However, the county is not bound by the state guidelines and could continue to impose stricter rules.

For instance, while the county currently allows outdoor dining in the "purple" tier, it still forbids restaurants from turning on television sets on their patios, as a way of preventing gatherings of sports fans. The state has no such restriction on restaurants.

Calif. Lt. Gov. Weighs in on Newsom Recall as Effort Gains Signatures

Eleni Kounalakis, the Lieutenant Governor of California, told Inside the Issues that the “unusual” recall process is determined by the Constitution. She added that she has hopes the recall does not qualify to move forward. 

“I think that, you know, for those of us who have worked with the governor during COVID-19, this extraordinary crisis, what we see, what I see, is a governor who has worked his level-best, day and night, 24/7, to have a response that will keep Californians safe and keep a heartbeat in our economy,” said Kounalakis. “This has been a very, very difficult time, and I truly believe that the governor has done his best for our people and that, all things considered, he's done a very good job.”
