The state now has more than 50 cases and more than 9,000 people are being monitored.
"The risk to the general public in California remains low," said Dr. Sonia Angell, Director of the CA Department of Public Health.
The state's emergency operation center has been activated, according to California Governor's Office of Emergency Services.
Governor Newsom says the state is closely monitoring a coronavirus case in Sonoma County. The patient who tested positive was on the same cruise as the person who died Wednesday in Placer County.
Newsom said Californians made up most of the 2,5000 passengers on a cruise where new coronavirus cases were found.
California is the third state to declare a state of emergency.
Health officials said the elderly patient had underlying health conditions and died at a hospital in Roseville, near Sacramento.
Earlier in the day, Los Angeles Mayor Eric Garcetti declared a local emergency in L.A. County after six more cases were confirmed locally.
