STURGEON BAY, Wis. ––  A Door County woman has filed a police report against a Sturgeon Bay city alderman for a heated verbal exchange that happened at a park earlier this month.

Police issued David Hayes a citation for disorderly conduct for the Sept. 13 incident at Martin Park in Sturgeon Bay.

On that day, Amanda DuQuaine said she was collecting signatures for a petition to recall Gov. Tony Evers. She set up a table and included a few signs by the road. DuQuaine said Alderman Hayes parked his vehicle and then approached her group. Police say the city alderman wanted the group to show they had a permit, even though DuQuaine paid the city to rent the spot.

Police told DuQuaine she could be there.

The police report said Alderman Hayes later stepped away to call police when he overheard DuQuaine, who was wearing a Trump 2020 shirt, call him an expletive.

“I had made it to the people next to me,” DuQuaine said. “He must have overheard me say the word because he came back and he was like, ‘what did you call me?’”

Alderman Hayes declined to comment after several phone calls, emails, and a visit to his house and business. Some of what he said was recorded by dispatch when he called the police on DuQuaine’s group.

“Can I grab your [expletive]? What else can I say for you? That’s what Trump says,” Hayes is heard saying in the recording. “Trump says that all the time. He can walk down Fifth Avenue… Hi, this is David Hayes, Alderman for District 2.”

“I think that’s wrong, and I think he should come out and give me a public apology,” DuQuaine said. “I think the City of Sturgeon Bay should do it, or even the Democratic Party of Door County because he’s their chairman and was the delegate for their convention.”

The Democratic Party of Door County did not respond to calls or emails. Neither did the mayor.

DuQuaine said she’s OK with police citing Hayes for disorderly conduct, which carries a fine.

Hayes has resigned his seat on the city council and will leave office by the end of the month, though he made that decision before this incident.​
