Engel is a criminal justice professor at The University of Cincinnati and has traveled the country working to implement change in law enforcement departments through strategic research.
The two discuss what's being done right now in Ohio, the impact of the Black Lives Matter Movement, and the surprising lack of research on whether efforts to reform police culture have shown any benefits.
"What we need to be thinking about is a holistic approach in law enforcement agencies. It can't just be that we train officers. It can't just be that we check the box. Well, we did this training check the box. It has to be that training is supported by strong policies and reinforced through supervision and accountability mechanisms within the agency. When those three things work together — policy, training, and supervision and accountability — that's when you can really have meaningful chance on officer behavior."
