Those who oppose HB154 say there are flaws in the plan. The Vice President for Ohio Policy and Advocacy with the Thomas B. Fordham Institute, Chad Aldis, says the bill could allow low performing schools to operate unchanged year after year. Aldis says it should be rare, but there are times when the state has a duty to intervene.
