BOSTON— It's been a week since Gov. Maura Healey released the first budget of her term, and for the first time the taxpayers get to see what matters to the administration in tangible dollars and cents.

This budget is both larger and offers more tax cuts than former Gov. Baker’s most recent budget.

“This budget does reflect significant tax relief on the income and the estate side that I think would provide some real benefits for folks,” said Doug Howgate, President Massachusetts Taxpayers. “It’s not a silver bullet for all what ails us in terms of economic growth, but I think it’s absolutely a meaningful foundation of tax relief.”

The Massachusetts Taxpayers Foundation is an independent organization that analyzes policy and makes recommendations focused on economic growth. With the recent growth that the state has seen in revenue, Howgate believes that giving back to the taxpayers makes a lot of sense for this budget.

“As we are investing more in the budget and putting more in the reserve, it also makes sense to provide some ongoing tax relief, so that’s why we think it’s such a critical element of this budget proposal,” said Howgate.

The Massachusetts Taxpayers association has some questions about some elements of the budget, like the surtax, and asks for transparency with how it will be collected and spent. But overall, the group said Healey's first budget attempt looks pretty good.

“How do we think about our policies in a way that it’s going to want to make people who live in Massachusetts stay in Massachusetts?” said Howgate. “Providing that lens to policies, whether it's tax or workforce or education, really is critical for some of the challenges we face demographically.”

Healey and her finance team recently began testimony regarding the budget, and will continue to answer legislators’ questions in the coming weeks.
