FRANKFORT, Ky. — The Kentucky House of Representatives kicked off what will be a jam-packed 60-day legislative session Tuesday, with the introduction of a flurry of bills.

They included bills related to vaccine exemptions, driving under the influence and medicinal Cannabis. 

Lawmakers debated a resolution dealing with the rules House members will follow. 

One rule would eliminate the 10 minutes given to each side for debate, leading to an immediate vote, as long as 60 lawmakers are ready to vote and end debate. 

The change passed 72 to 25, over the objections of several Democrats.

"Deliberative debate is part of the foundation of a healthy and vibrant democracy," said Rep. Derrick Graham (D, Frankfort). 

"I don’t know if I could possibly disagree with these rules more," said Rep. Angie Hatton (D, Whitesburg). "We’ve passed things that I’ve disagreed with before, but this one feels like a nail in the coffin of what’s left of our democracy."

House Majority Floor Leader Steven Rudy (R, Paducah) said the change brings Kentucky more in line with other states and the rule is used sparingly.

"Usually when debate has been exhausted but people continue to try to slow down the process and filibuster even though we don’t have that here," he said. 

Members from Graves and Muhlenberg counties thanked their colleagues for their support after deadly tornadoes struck Western Kentucky. 

"Many of you made the trip down and brought your chain saws with you and we appreciate that very much," said Rep. Richard Health (R, Mayfield). "I want to give a shoutout to governor for his quick response.

Members held a moment of silence for the 77 lives lost.
