LOUISVILLE, Ky. — Following Louisville's sixth consecutive night of protests, Mayor Greg Fischer (D) announced that Louisville is submitting a request for proposal (RFP) for a comprehensive top-to-bottom review of the Louisville Metro Police Department (LMPD). Conducted by an independent external agency, the review will focus on a myriad of areas, including training, use of force, bias-free policing and obstacles to effecting change.

"Any moment of change, to me, is an exciting moment of opportunity, and in this case, I believe this is an exciting moment of opportunity for our police department, and the city and the residents here," said Fischer. 

Fischer also said that there will be a sentinel event review of Breonna Taylor's death, intended to identify underlying factors and examine all steps taken before and after Taylor's death. 

"The purpose of this review is to understand all of those steps, from big steps to little steps, big interactions to smallest interactions, so we can make sure that our people, our processes, our systems get better," said Fischer. "Address those weaknesses, and find ways to prevent future tragedies like Breonna's death." 

The search for LMPD's next permanent police chief will be conducted by the Police Executive Research Forum, Fischer also announced. The city will work with PERF to establish a community survery where citizens can share their priorities for LMPD's next chief. 

Acting Chief Robert Schroeder said, “PERF understands the selection of a police executive is one of the most important tasks a city can undertake, and a solid, rigorous search process is critical to identifying the right person.”

Fischer also said he wants resident and LMPD input in the hiring of the next chief. He plans on putting out a survey to help with the process.
