FRANKFORT, Ky- The hope Democrat’s were feeling Friday was gone with a committee vote Saturday.

After a more than hour long dicussion and a plea from bill sponsor Rep. Joe Graviss, D-Versailles, Republicans in the House State Government committee decided it was too big a risk to approve House Bill 2, the Democrats plan to provide pension relief for quasi-governmental agenices and regional univerisities. 

"Quasi's do a wonderful job but they are not state employees, they have their own boards and we need to let them naviagte through this issue like we are navigating through the issue," said Rep. Kevin Bratcher, R-Louisville.

House Bill 3, sponsored by Rep. Angie Hatton, D-Whitesburg, which would have offered a contribution rate freeze at 49 percent was also voted down by the Republican majority committee. 

House Bill 1, the Gov. Matt Bevin backed bill passed out of committee on a party line vote. 

Democrats say the bill is flawed. 

"They voted out a bill that in my opinion that is a bill that will be litigated," said House Minority Leader Rocky Adkins, D-Sandy Hook, "I don't think there is any question that bill is going to be litigated if it passes this General Assembly."

Democrats have concerns that the choice of leaving the system is up to the employers, not the employees. But bill sponsor Rep. James Tipton, R-Taylorsville, stands by the legislation saying something needs to be done during this special sesion so quasi-governmentals agencies aren't forced to close.

"We're in a reality now where tough decisions have to be made," he said. 

House Minority Leader Rocky Adkins says he'll spend Sunday actively working to turn Republicans yes votes--to a no.

The House reconvenes for day three of the special session on Monday where they are expected to take up a vote on House Bill 1.
