After rainstorms and landslides caused major damage to the neighborhood earlier this year, Baldwin Hills residents like Barry Blocker are preparing for the next storm by installing tarps on hillsides to redirect water.

Blocker has lived in the neighborhood for 20 years, but says he has never seen it rain as much as it has this year.
