LOS ANGELES — The LA City Council approved a motion that ordered Oceanwide Holdings, the property owners of the unfinished Oceanwide Plaza, to clean the graffiti-covered towers in DTLA that have drawn global attention. 

Some residents say the building is an art statement and a symbol of LA's housing crisis, as the abandoned project takes up crucial space for new apartments. 

Others see it as vandalism and an eye sore. 

The developers, who have filed for bankruptcy, have until February 17 to comply.
