EL SEGUNDO, Calif. — A federal judge has blocked Elon Musk from making more cuts to the U.S. Agency for International Development.

The judge said Musk has been running things at the Department of Government Efficiency even though he was never elected. The Trump administration said Musk was just an adviser. So what does the ruling actually mean?
