NORTH HOLLYWOOD, Calif. — There are 16 rent-controlled units of housing nestled in North Hollywood’s Arts District that are sitting between HGTV’s “Flip or Flop” star, Tarek El Moussa, and his dream development project.
But the 138-unit apartment building that Moussa has touted as his “biggest flip ever” would end up sending five low-income tenants packing — one of them a 78-year-old woman who has lived on the property for more than 40 years.
