LOS ANGELES — Earlier this year, the Supreme Court ruled cities could arrest or cite people sleeping in public spaces through the Grant’s pass case. Since then, Gov. Gavin Newsom has ordered cities to clean-up encampments.

This month he announced $131 million in additional funding for cities to carry them out. However, local organizations with boots on the ground teams, like Hope the Mission, say it’s not as easy as simply offering shelter space.

That is why they visit encampments across the San Fernando Valley, building relationships and trust with folks to help them gain permanent housing. The outreach team says collaboration and making real connections is the best way to prevent encampments from re-emerging.
