LOS ANGELES — A new bill passed by the California state legislature is sparking debate among students, parents and educators.

If signed into law by Gov. Gavin Newsom, it would require schools to develop a plan to either ban or limit cellphone use among students in the classroom by July 2026.

Supporters say it will reduce distractions and improve learning, but critics worry about the impact on communication between students and their families.
