LOS ANGELES — The Los Angeles Department of Transportation is conducting a pilot program in downtown LA's Arts District to monitor curb space activities.

Using cameras, the city is trying to get a sense of who's using the curb for what purposes, so it can eventually charge companies that deliver packages and passengers.
