Hours before President Donald J. Trump was scheduled to deliver the second State of the Union address of his presidency, California Democratic Congresswoman Nanette Barragan expressed concern over the possibility of a second government shutdown.

"Well my thoughts are that we're going to hear today, the president continue to talk about the wall, and the need for a wall," said the Congresswoman.

"Which is why I'm proud to bring the U.S. [Coast Guard] Captain Downey with me," said Barragan. "To talk about where we actually can put money in to make sure we're addressing border security.

Barragan, whose district is centered in the South Los Angeles and Los Angeles Harbor Region, was accompanied by Captain Charlene Downey (Ret.) of the United States Coast Guard. 

"The Coast Guard is on the frontlines of taking care of our security here, so we hope the conversation can turn to where we can put resources that are really necessary to stop the crimes, stop the drugs, and that is really where I think we should have a focus," said Barragan.

The Congresswoman also reflected on the recent 35-day government shutdown and expressed concern about the possibility of a second shutdown, which could occur should Congress again deny President Trump funding for his proposed border wall.

"I think it's terrible, I don't think anybody should go without pay, especially when they're working. We certainly don't need members of the military to go without any pay," said the Congresswoman.

"And so the thought of a shutdown I think is devastating, not just for us members and elected officials, but for families who are under a lot of stress and are worried about whether they're going to get another paycheck. It's not good for the country."
