Officials hosted a groundbreaking ceremony for 87 units of permanent supportive housing for formerly homeless veterans on the VA campus Friday. Air Force veteran Babs Ludikhuize says she is one of the lucky ones.

Developers say they’re on track to build 1,200 units in the next five to six years, but critics say challenges and bureaucratic hurdles to accessing these units remains.

They also cited a lawsuit against the VA, which argues the campus can hold up to 4,000 units instead. The case goes to trial on Aug. 6.
