LOS ANGELES — Nearly 10,000 Angelenos have applied for Emergency Housing Vouchers provided by the Biden administration’s American Rescue Plan.

While 70,000 vouchers were made available nationwide, only about 500 have moved indoors with them in Los Angeles County so far, according to the Los Angeles Homeless Services Authority. After living on the streets of Venice for nearly 15 years, Jerome Thrower was one of the lucky few.
