LOS ANGELES — Hundreds of people living abroad waited in line for hours to vote in Mexico’s historic elections in Los Angeles. But to their surprise, they were not able to vote, causing chaos and frustration.

And the frustration grew bigger when many voters learned that only 1,500 ballots were available for those eligible voters who did not register but wanted to vote.
